Parliament Reconvenes Today Amidst Cross-Carpeting Controversy

Parliament will reconvene today, Thursday, November 7, following an official notice issued by Speaker Alban Bagbin. Members of Parliament (MPs) were informed of the recall through a communique on October 31, with proceedings scheduled to commence at 10 a.m. at the Accra International Conference Centre, currently serving as a temporary venue while Parliament House undergoes renovations.

Speaker Bagbin’s decision to recall Parliament is grounded in Article 112 (3) of Ghana’s Constitution and Standing Orders 5 and 53, which empower the Speaker to summon Parliament in the public interest.

While the agenda for the session has not been disclosed, it is expected that pressing national issues will be on the table.

This reconvening follows the indefinite adjournment on October 22, which came after a heated clash between MPs from the New Patriotic Party (NPP) and the National Democratic Congress (NDC) over which party holds the majority in the House. The dispute has sparked ongoing tension between the two sides.

Although the Supreme Court recently dismissed the Speaker’s request to stay its ruling on this matter, Speaker Bagbin has clarified that he does not control the seating arrangements within the Chamber. However, the unresolved question of which caucus holds the majority could potentially lead to further disputes as MPs take their seats for today’s session.
