FWSC Calls for Negotiation Amid CLOGSAG Strike Announcement

The Fair Wages and Salaries Commission (FWSC) has responded to the Civil and Local Government Staff Association of Ghana (CLOGSAG) regarding their planned nationwide strike set to begin on Thursday, November 7, 2024. CLOGSAG recently expressed dissatisfaction with the ongoing negotiations and called for a revised salary structure along with improved working conditions.

In its response, the FWSC clarified that CLOGSAG had previously submitted its demands to the Senior Presidential Advisor’s Office, prompting the formation of a Technical Committee made up of both government representatives and CLOGSAG members. This committee has been working to review the proposals put forth by CLOGSAG. Notably, a July 2024 communication from CLOGSAG acknowledged the government’s commitment to resolving the salary structure issues.

The FWSC also indicated that the government is exploring various alternatives to meet CLOGSAG’s demands without disrupting the existing Single Spine Pay Policy. They referenced a 2011 High Court ruling that restricts CLOGSAG from opting out of this pay structure. During discussions on October 30, the government presented an alternative proposal, which was formalized in writing at CLOGSAG’s request. However, FWSC noted that they have yet to receive a response from CLOGSAG regarding this proposal.

Furthermore, the FWSC criticized CLOGSAG for bypassing its formal processes by directly submitting demands through the Senior Presidential Advisor, a move that undermines the Commission’s authority as established in the FWSC Act 2007 (Act 737). The FWSC also pointed out instances where CLOGSAG has dismissed scheduled meetings with FWSC’s Chief Executive, Ing. Benjamin Arthur, reflecting a disregard for the Commission’s role in the negotiation process.

Despite these challenges, the FWSC reiterated the government’s willingness to continue dialogue with CLOGSAG. They urged the association to reconsider its strike plans, emphasizing the importance of collaboration in finding a resolution. The FWSC called on CLOGSAG to return to the negotiation table, highlighting that solutions can be achieved within the framework of the Single Spine Pay Policy.
