This announcement came as a Russian ballistic missile, armed with cluster munitions, struck a residential area in Sumy, northern Ukraine, killing 11 people and injuring 84 others. Another missile barrage hit the southern port of Odesa, causing apartment fires that killed at least 10 people and injured 43, according to Ukraine\u2019s Interior Ministry.<\/p>\n\n\n\n<p>In response to mounting pressure, Washington has relaxed the restrictions on what Ukraine can strike with its Army Tactical Missile Systems (ATACMs). Previously, the U.S. had refrained from supplying Ukraine with these longer-range weapons due to concerns over escalating the conflict and potentially triggering direct confrontation between Russia and NATO. Russia\u2019s U.N. Ambassador, Vassily Nebenzia, expressed disbelief at the decision, criticizing the leaders of Britain and France for supporting U.S. actions and dragging Europe into a potentially catastrophic escalation.<\/p>\n\n\n\n<p>While the full scope of the new policy is not yet clear, it marks a significant shift in U.S. support for Ukraine, especially following reports that North Korean troops have been deployed to Russia to assist in pushing Ukrainian forces back from the Russian border in Kursk.<\/p>\n\n\n\n<p>The move comes in response to growing international concerns over Russia\u2019s growing military cooperation with North Korea, and Biden\u2019s decision appears to be a countermeasure to the involvement of North Korean forces.
